All Councils in NSW must prepare long and short-term plans showing their projects and activities each year and place these draft plans on exhibition for people to have their say.
Our draft plans reflect the priorities of residents, ensure people have an active role in shaping their future, assign resources to services and activities, and show how we’ll report progress.
The 10-year Community Strategic Plan describes our community’s vision for the future, with goals and actions to guide our planning.
The four-year Delivery Program sets out our priorities and the one-year Operational Plan outlines the specific activities and projects to be delivered in the year ahead.
Council’s resourcing strategies, including the four-year draft Workforce Management Strategy 2025-2029, 10-year draft Asset Management Strategy 2025-2035 and 10-year draft Long-Term Financial Plan, plus our Fees and Charges for 2025-26, describe how we can achieve the community’s goals through time, money, assets, and people.
The development of our draft Long-Term Financial Plan required careful consideration and the plan we’re presenting for your feedback takes a responsible approach to managing our resources and sets us up for a financially sustainable future.
It’s been gratifying to produce a Delivery Program with input from Councillors. We’ve highlighted our priorities, so you can see where we plan to direct our focus, as we deliver the services and projects our community needs.
We’re focusing on roads, with an additional $20M invested over the next three years in road renewals, plus an additional $800,000 to improve potholes and remove roadside weeds.
We’ll focus on improving accessibility in sport, leisure and recreation facilities, increasing participation, promoting accessible beach opportunities, and creating accessibility in play spaces.
We plan to implement the actions in the Warnervale Airport masterplan, including environmental protection, emergency services, aviation education and economic growth.
We’ll work with partners to create affordable housing on Council owned land, seek funding for high needs groups, and remove impediments in planning rules and strategies relating to homelessness.
We’ll improve connectivity for footpaths and shared pathways through Avoca Drive, Mannering Park, Malinya Road and Kurrawa Avenue.
We’ll develop a Warnervale Business Precinct masterplan, including feasibility studies.
Our environment will be a strong focus, including protecting and conserving our natural areas, finalising our Coastal Management Programs, developing a program for Porters Creek Floodplain, implementing bush regeneration programs, delivering our Biodiversity Strategy and improving our waterways.
And we’ll deliver the actions in our Youth Strategy in partnership with the State and Federal Government.
Some of the other major projects we’ve identified are the completion of the new Gosford Regional Library, the construction of a regional animal care facility, and upgrades to our sewer and water treatment plants.

“Let’s Talk” engagement sessions will be held at locations across the Central Coast throughout May, where you can talk to Council staff and view the draft plans.
Times and locations can be found on the Your Voice Our Coast website, where you can also make an online submission. Once we’ve received your feedback, we’ll develop a final set of draft plans for Council to consider at a future meeting.
