Property and Rating System Upgrade

Council will be upgrading its property and rating systems for customers across the Coast including the online rate and water payment portal, property and water certificate requests and some planning and development tools from 5pm Tuesday, 7 December to 9am Monday 20 December 2021. While we are upgrading our systems, no rate or water payments will be able to be made via Council’s website or by phone. Several certificates, applications, licenses and status updates will also be unavailable.

If you are aware you may need to use any of these services or make any type of request or application to Council, please plan ahead and complete your order before close of business Tuesday 7 December.

Council’s online services provide you with a way to complete every day interactions without having to pick up the phone or visit one of our customer service centres.

Not all transactions or applications can currently be made online, so please read the below information carefully to ensure your payment or application can be undertaken through our online services.

Payments

The unregistered payment portal allows you to make payments for a range of items without needing to login or create an account. You will need your Council issued invoice, payment or billing notice to use this portal.

Payments that can be made through this portal include:

Application payments

  • Building certificates
  • Construction certificates
  • Complying development certificates
  • Development applications
  • Rezoning applications
  • Subdivision certificates
  • Tree works applications

Licence payments

  • Inspection fees
  • Licensing fees

Rates and water bills

  • Property rates payments
  • Water bill payments

Business and debtor invoices

  • Tax invoices for sundry debtor accounts
  • Trade waste account payments
  • Business invoices

Property certificate applications

To order property certificates, you must first register an account.

Examples of the certificates you can apply for using the certificate application portal include:

  • Section 10.7 (2) Certificate
  • Section 10.7 (2&5) Certificate
  • Sewer Diagram
  • Section 603 / 360 Certificate
  • Special Water Meter Reading
  • Notices & Orders Certificate
  • Sewer Connection Plan (Internal)
  • Road Widening Certificate
  • Long Section
  • Section 603/360 Update
  • Flood Level Certificate

Property application portal

To order property certificates, you must first register an account.

Examples of the certificates you can apply for using the property application portal include:

  • Building Certificate
  • Tree Application
  • Roads Act Application
  • Water Service Application
  • Water Management Act Application

Payments

Using the unregistered payment portal, you can pay the following without the need for a registered account:

  • Property rate payments
  • Water bill payments

Sundry debtor invoices

Please use the following e-services payment portal for all sundry and debtor invoices. If you are having trouble paying a business account, please contact customer service for assistance.

Property certificate requests

You will need to register for an e-services account in order to request certificates online

Once registered with e-services you will be able to request the following certificates and information:

  • Certificate 603
  • Drainage Diagram
  • Section 10.7 (2) Certificate
  • Section 10.7 (2&5) Certificate
  • Sewer Mains Diagram
  • Water Meter Special Reading
