Increasing shared pathways across the region
In 2026-27, we’re progressing construction works on the Avoca Beach, Mannering Park and Tuggerawong shared pathways.
Avoca Beach shared pathway

Funding:
Stages 1 & 2 (combined) - Approx. $6.38 million, funded through Section 7.12 Developer Contributions;
Stage 3 - Approx. $2.1 million, subject to external funding arrangements

Construction timeline: Commenced May 2026
The Avoca Beach shared pathway is a long-anticipated community initiative designed to improve connectivity, safety, and recreational access for residents and visitors. The pathway aims to link the key areas of Avoca Beach through a scenic and accessible route, encouraging walking, cycling, and active transport while reducing reliance on vehicles.
This project proposes the construction of a 3-metre wide concrete shared path along Avoca Drive, from The Scenic Highway to Heazlett Park. The project includes improvements to the existing drainage, the installation of new kerb and guttering where required, retaining works, landscaping, restoring road pavement and related traffic facility improvements to make this stretch of the road safer, more accessible and more resilient for years to come.
Between 7 May 2025 and 4 June 2025 Council sought community feedback on the concept plans for the Avoca Drive Shared Path at Avoca Beach. Read more about the results of the community consultation here.
Mannering Park shared pathway

The Mannering Park shared pathway will create a direct route from Mannering Park to Chain Valley Bay. This project proposes the construction of a 3m wide shared path consisting of sections of concrete path, boardwalks and a footbridge crossing the inlet.
The proposed shared path is approximately 2.9km long and will be predominately in the public reserve along the Lake Macquarie foreshore, a section of the shared path will transverse private land (Delta site). It connects the existing shared path at the back of the 1st Mannering Park Scout Hall, Mannering Park and opposite to Macquarie Shores Home Village at Tall Timbers Road.

Tuggerawong shared pathway (stage 5)

The Tuggerawong shared pathway (stage 5) is a key project supporting active transport and connectivity in the region. Once completed, it will add to the scenic route around the lake, enhancing access to local schools, parks, shops and recreational areas. This marks the final phase of a well-supported project, with Stages 1-4 already embraced by locals.
Stage 5 will include a 1.45-kilometre shared path along the Tuggerah Lake foreshore, stretching from Palmer Street to Don Small Oval.
