Understanding Council’s procurement process
Quotes are generally requested for goods and services with an estimated value of less than $250,000 when there is no established contract or agreement in place. The number of quotes required is determined by the estimated value of the goods or services required. The minimum requirements are listed in the table below.

Quotes are accepted under Council’s standard conditions of purchase unless otherwise specified.
Quotes are assessed on a value-for-money basis. However, the cheapest offer is not always the preferred option.
Registering for opportunities
Council uses two online systems to make it easy for businesses to find and apply for contract opportunities.
- Tenderlink
- This is our e-tendering portal.
- Used for public tenders and expressions of interest valued at more than $250,000 (ex GST) are advertised here.
- Any business can register and apply for opportunities.
- VendorPanel
- Our online marketplace for registered suppliers.
- Businesses may need to go through a prequalification process, depending on the type of goods or services offered.
- Used to seek quotes and manage smaller procurement opportunities.
Procurement agencies
We may also access goods or services from agencies prescribed under Section 55 of the Local Government Act 1993 (NSW) and the Local Government (General) Regulation 2005 (NSW). Open tenders are not required when using these agencies.
Suppliers interested in becoming agency contractors should contact the agencies directly.
