How Council request quotes, tenders and Expressions of Interest (EOI)
Depending on the total cost of goods or services, we are required to use different procurement methods to ensure we meet legislative compliance
Understanding Council’s procurement process
Quotes are generally requested for goods and services with an estimated value of less than $250,000 when there is no established contract or agreement in place. The number of quotes required is determined by the estimated value of the goods or services required. The minimum requirements are listed in the table below.

Quotes are accepted under Council’s standard conditions of purchase unless otherwise specified.
Quotes are assessed on a value-for-money basis. However, the cheapest offer is not always the preferred option.
Procurements over $249,999 (excl. GST) must follow an open and/or selective tender process.
Registering for opportunities
Council uses an online system to make it easy for businesses to find and apply for contract opportunities.

- Businesses may need to go through a prequalification process, depending on the type of goods or services offered.

Prescribed entities
We may also access goods or services from prescribed entities under Section 55 of the Local Government Act 1993 (NSW) and the Local Government (General) Regulation 2021 (NSW). Open tenders are not required when using these entities.
Suppliers interested in becoming a prescribed entity contractor are advised to contact the entity directly.
